Jake Reinbach is the son of vampires. New York City, 2033

A light snow fell on the thousands of people who’d gathered outside the United Nations Headquarters. Hundreds of reporters, photographers, and Interweb newscasters huddled together to beat off the chill of the late February morning.

Officers from the NYPD had blocked off all traffic around the UN, from 42nd Street up to 48th, and from the East River back to Second Avenue. The National Guard had even been deployed, in anticipation of the protests that were sure to erupt after the announcement of the UN’s ruling.

They were all waiting for the outcome of one of the most important decisions ever to be made by the organization. Would vampires be recognized as merely a different race of humans, or would they remain a separate species?

It was a well-known fact that vampires existed, but many humans were still wary, and some were downright terrified. Everyone had heard the stories regarding Alder von Drubich. Only twenty-one years had passed since the mad vampire had been destroyed, thwarting his plans to create a vast army of immortals. His brother, Freyr Amsel, had been responsible for Alder’s ultimate demise, but what was to say he wouldn’t now follow in his brother’s demented footsteps?

Amsel staunchly denied such allegations. Supporters of the Immortal Inclusion Act cited the success of his company, Amsel Global Security, whose vampires had assisted countries around the world to bring peace and order to their people, when all hope seemed lost. AGS had brought down dozens of terrorist groups and violent dictatorships; they’d broken up hundreds of drug cartels and human trafficking rings. Tens of thousands of human lives had been saved... by vampires.

The Immortal Inclusion movement was one of the most controversial topics in history. If accepted, the law would give immortals the same rights and privileges as other humans. They could run for public office and hold jobs within the general population. Their children would be even allowed to attend public schools and universities.

Opponents of the act lined the streets across from the UN building. Their signs and chants varied from “God Shall Punish You” to “Don’t send your child to school with a son of Satan!”

The group who were the most outspoken against the Inclusion Act called themselves the Sons of God’s Wrath. The SGW considered all immortals the product of Satan and called for the destruction of all vampires, whom they blamed for everything from global warming to deadly pandemics. It was God’s judgment for allowing such evil creatures to roam free. The religious zealots said the world would not be safe from the wrath of God until every vampire was purged from the earth.

At ten o’clock, the doors to UN Headquarters opened, and the crowd surged toward the building. The spokeswoman for the UN, Carla Seaton, stepped up to a podium and cleared her throat. The murmuring crowd stilled. Cameras clicked and live video began to stream around the world. Finally, she made the stunning announcement.

“After careful deliberation, the members of the United Nations Organization have voted in favor of the Immortal Inclusion Act. However—”

The crowd went wild. Cheering echoed around the plaza, while infuriated protests and insults were hurled from across the street. Ms. Seaton raised a hand to quiet them. “However, the UNO have named the following conditions in relation to the IIA. First, all immortals must be registered with the governing body of the country of their citizenship.”

“What?” an angry voice called out. “That’s not freedom!”

Many people voiced their displeasure, but the SGW members cheered. Ms. Seaton continued. “Second, the creation of immortals is prohibited, unless approved by a specially appointed council of the UNO. Last, all immortal persons are prohibited from any display of aggression toward a mortal, unless for the purpose of protecting him or herself, family, or property. Any reported cases of such displays may be reviewed by the UNO as a capital offense.”

Most people were stunned into silence. The UN had banned capital punishment in 2017, so to hear them threaten vampires with destruction was shocking. The spokeswoman finished her announcement. “Full transcripts of today’s proceedings will be made available as soon as possible.”

Without answering any of the hundreds of questions being hurled at her, she gathered her papers and went back inside the building. It was done. With a global population of approximately one thousand, vampires had become the new minority.
